Overview

Rod Aoki has over seventeen years of administrative law and commercial litigation experience in the areas of energy, telecommunications, and general business. He advises Fortune 100 corporations, governmental entities, utilities and trade associations regarding federal and state regulatory and legal issues and represents those clients before federal and state regulatory agencies and trial and appellate courts.

Rod's practice has focused on administrative law related to energy matters. He represents clients before the California, Nevada and Hawaii Public Utilities Commissions, the California Energy Commission, and the Federal Energy Regulatory Commission. Rod represents client interests at administrative workshops and hearings involving: general ratemaking matters, rulemaking proceedings, negotiation and resolution of disputes with regulated public utilities, resolution of regulatory disputes and investigations, and appellate advocacy.

Experience
  • Advocates regarding policies and cost recovery mechanisms for generation procurement and renewable resource development.
  • Advices on policies, procedures and incentives for distributed generation and distributed energy resources
  • Counsels clients regarding standards for electric generator operations and maintenance.
  • Advises on standards governing direct access to energy, capacity and ancillary services from providers of new electric resources.
  • Advocates for short-run and long-run avoided cost methodologies for pricing qualifying facility power deliveries.
  • Counsels clients with respect to intra-governmental wheeling of renewable energy.
  • Represents clients in the development of the California Independent System Operator's Grid Management Charge, Transmission Access Charge and Participating Generator Agreement for Qualifying Facilities.
  • Participates in rulemakings regarding generator interconnection procedures, the development of regional reliability standards through the Western Electricity Coordinating Council and implementation of the CAISO's Market Redesign and Technology Upgrade (MRTU).
